Overview
The Targeting Module allows you to create and manage allowlists and blocklists for controlling ad targeting across your account. Lists can be applied globally or to specific entities like advertisers, inventory, creatives, and business partners.

Basic Steps:
- Go to Targeting Module → Lists tab
- Click '+' icon in top-right corner
- Enter list name and select list type
- Add at least one data record
- Click 'Create'
Where Lists Can Be Applied:
- Account level: Global blocklists affecting entire account
- Advertisers/Inventory: Entity-specific targeting
- Creatives: Ad-level filtering
- Business Partners: Partner-specific controls
Note: Different entities support different list types - see List types & validations reference for details.

Important Notes
Changes Affect All Associated Entities
Any update to list data records automatically affects all advertisers, campaigns, or other entities using that list.
Alternative Management
All list actions in the Targeting Module can also be performed directly from individual entity forms (Advertiser, Inventory, etc.).
