1.  The integration capping process may take a few minutes.

2. The user frequency cap will work only if the inventory implements cookie sync.

3. Device ID frequency cap will work only if the inventory sends the device ID in the
    request.
4. Setting a budget that is below an advertiser's 5-minute spend/rate (how much money
    is spent in 5 min) may cause the spend to exceed the budget limitations.
    The Minimum Hourly budget is 2$. The minimum Daily budget is 10$.
